There are two other alternatives but in both white would just loose his queen:

23. Kxb2 Qb5+ 24. Kc1 Ra1+ 25. Kd2 Ra2+  
23. Qxb2 La3 

23.... Qxh5 24. Rhg1

It looks that everything works well for white; pressure along g file has been created and b2 pawn is stopped on b1 by strong control of two rooks on 1st rank, but...
